Arthur Harrow was Khonshu's avatar before Marc Spector, and now as a follower of Ammit he uses his crocodile-headed cane to exact justice and judgement based on future crimes. To show his devotion to the goddess he fills his sandals with broken pieces of glass as an act of self punishment.
